The government (registaro) of Orgyen formally exists within the Community Assembly as committees, namely the Committee on Finance and Commerce (Komitato pri Financo kaj Komerco), the Committee on Peace and Order (Komitato pri Paco kaj Ordo), the Committee on Community Planning (Komitato pri Komunuma Planado), the Committee on Judicial Matters (Komitato pri Juraj Aferoj), the Committee on Public Services (Komitato pri Publikaj Servoj), the Committee on Local Development (Komitato pri Loka Evoluo), and the Committee on Foreign Relations (Komitato pri Eksterlandaj Rilatoj). Each committee consists of members of the Community Assembly. Together, they are formally known as the Government Council (Registara Konsilio), though it is usually known and referred to simply as the Registaro.
The de facto head of government is the person holding the office of Vice Chairman of the Committee on Finance and Commerce, who automatically assumes the position of Executive Chairman (Ekzekutiva Gvidanto) of the Governance Board (Estraro) consisting of the chairmen of all committees and is elected at-large by the Government Council. While the office's importance is significant, it does not wield the power of control over the government, except for the Committees on Finance and Commerce and on Foreign Relations. Each committee votes on their respective plans and policies, which they then submit to the Executive Chairman for review. The Executive Chairman may reject a proposal only twice (2), after which a two-thirds (2/3) override vote by the committee is permitted. Upon approval of a proposal, it is then presented to the Community Assembly. Committees have their own offices and staff and may enact and implement plans and policies as they may deem fit, though the Governance Board has the power to intervene as a body.
Most Community-wide matters of administration and government are within the purview of the Committee on Finance and Commerce, except for those specifically delegated or granted to other committees. This makes the committee the paramount body for state administration.
